The ByPad (Bicycle Policy Audit) process was developed by transport specialists in 2001 as part of a European project. It allows assessment of cycling policy by gathering together policymakers, administrators and users to form a working group. Together they can evaluate the various strands of the region’s cycling policy by using a standardised questionnaire. Our auditors facilitate dialogue in order to come to a consensus while also carrying out the assessment, and guide the group in defining a course of action to shape the cycling policy.
